CITY OF SOUTH FULTON, Ga. — The City of South Fulton says it has fired an employee after an law enforcement investigation determined the employee violated the city’s standards of conduct.
In a news conference, Police Chief Keith Meadows said the fired employee is Hal Moon, a former city civil engineer for two and a half years.
Moon was arrested and charged with bribery, theft by deception and forgery.
Meadows says Moon’s actions cost the city around $30,000 but expects that number to go up as they look into his two and a half years with the city.
“Any level of corruption undermines the integrity of the organization,” Meadows said.

“Unethical behavior has no place in the City of South Fulton. The employee has been terminated, effective immediately. We are committed to maintaining a workforce of high-caliber professionals who operate with integrity and accountability,” City Manager Sharon D. Subadan said in a statement Thursday.
Meadows said the employee “undermined the integrity of the planning and zoning department.”
Channel 2’s Michael Doudna said the alleged scheme worked like this —Whenever someone would need to remove something like trees from this property, they often would need a permit from the city.
Police say Moon was in part of that department and would push people to a friend’s business, all the while getting kickbacks and costing the city.
“It could be residential or commercial. Any site that required improvements, it was his responsibility to make those recommendations,” Meadows said. “What we’re doing right now is going back through his historical transactions to see if we see a certain pattern of behavior.”
